Feb. 28, 2018: Johnson County Planning and Zoning Commission, 5:30 p.m. in the 2nd-floor Boardroom, Administration Building, 913 S. Dubuque St. in Iowa City: CONTINUATION OF PUBLIC HEARING on the Johnson County Comprehensive Plan Vol 1 and Vol. 2 (Appendices). The commission will receive additional public comment, discuss the proposed plan, and make a recommendation regarding the Comprehensive Plan to the Board of Supervisors.

Anyone who wants to submit comments for inclusion in the Planning and Zoning Commission meeting packet should submit them by 5:30 p.m. Tuesday, Feb. 27, to jocoplan@co.johnson.ia.us

Paper copies of the two-volume document are available for viewing at the following offices in the County Administration Building: Auditor (first floor), Board of Supervisors (second floor), and Planning, Development and Sustainability (second floor).

In an effort to reach community members from every section of Johnson County, meetings in different sections of Johnson County were scheduled over a period of five weeks. These meetings were open to the public an were open-house style, in which people could drop by anytime. The Comprehensive Planning Committee (CPC) held a meeting on June 15, 2017, to discuss the goals and policies for the Plan. Board of Supervisors Work Session: Review #1  June 26, 2017 from 8:00 a.m. to noon. COMPLETE

The supervisors discussed draft plan goals and strategies. Six members of the public attended. Audio of the work session was live the day of the event and accessible at the County meeting's website for the meeting date.

 

Board of Supervisors Work Session: Review #2 of Goals and Strategies July 13, 2017, from approximately 1:00 to 3:45 p.m. COMPLETE

The supervisors concluded their discussion of draft plan goals and strategies. Comprehensive Planning Committee Meeting: Discuss Future Land Use Map and Development  Guidelines –  Thursday, July 27, 2017 from 5:30 to 7 or 7:30 p.m. – COMPLETE

To see the map materials that were reviewed, please see the maps page of this website. Based on the input, several maps were scheduled to be presented to the Board of Supervisors for their discussion on Sept. 5. The Future Land Use Development Guidelines (FLUDG) concept also was discussed at the July 27th meeting, and a preliminary draft was distributed. Changes were made to that draft based on some comments made at the meeting. The subsequent draft was distributed to the committee members by email and will be discussed at the committee's August 31st meeting. Please see the project schedule for a link to the guidelines under the August 31 meeting information. Approximately 25 members of the public attended the July 27th meeting. During the public open comment time, several members of the public spoke in favor of concentrated animal feeding operations (CAFOs).

Comprehensive Planning Committee Meeting: Discuss Future Land Use Development Guidelines and Draft Review – August 31, 2017 from 5:30 to 7:00 p.m. – COMPLETE

The public was welcome to attend this meeting. The committee met to discuss the draft guidelines and submit their input on the JoCo Comprehensive Plan-60%_DRAFT_8.16.2017. Audio recording of the meeting is available at the County Meeting website for the meeting date.

Board of Supervisors Weekly Work Session – Wednesday, September 13, 2017 at 9:00 a.m. -- COMPLETE Second-floor Boardroom of the County Administration Building, 913 S. Dubuque Street, Iowa City

The Future Land Use Development Guidelines (FLUDG) were discussed. Assistant Director of Planning, Development, and Sustainability (PDS) Nate Mueller, PDS Assistant Planner Mitch Brouse, PDS Director Josh Busard, and Board members reviewed at length the draft Future Land Use and Development Guidelines. Board members agreed to meet individually with Brouse before discussing the guidelines at the Work Session scheduled on September 25 (which was postponed).

The "60% draft" (dated 8.16.2017) of the Comprehensive Plan includes the PROFILE and ENVISION Sections and represented progress made by the Comprehensive Planning Committee (CPC) and the Board of Supervisors. Comprehensive Planning Committee Meeting: - Review Plan -- November 2, 2017 from 5:30 to 7:30 p.m. Room 203 B-C, Health and Human Services Building, 855 S. Dubuque Street

Board of Supervisors Work Session: Review Draft -  November 16, 2017, from 1 p.m. to as long as necessary. 2nd-floor Boardroom, 913 S. Dubuque Street, Iowa City.

The Supervisor reviewed the "90%" draft based on the input from the prior CPC meeting. Several changes were made. The next draft was scheduled to then be shown to the public in an open house the first week of December with a two-week public input period for the public to comment on the draft plan and map. (The public input session was able to be opened earlier, on Nov. 28.)  media and agenda links for Nov. 16, 2017, meeting.

Nov. 28 through Dec. 15, 2017 -- Public comment period opened for draft plan/map. An online survey was available at https://tinyurl.com/jcplan2018 [SURVEY NOW CLOSED], and paper copies of the survey and plan were available at Stringtown Grocery and at the PDS Office. See Dec. 5, 2017, Open House info, for links to the draft materials that people commented on through the online or paper survey or by email.

Dec. 5, 2017: Public Open House Review of Draft Plan and Map – from 5:30 to 8 p.m.  Room 203 B-C, Health and Human Services Building, 855 S. Dubuque Street, Iowa City. Johnson County residents and interested people were welcomed to arrive and depart at any time during open house (there was no formal presentation). The event was open to all residents regardless of where they live, and approximately 25 people attended to share input on the six chapters (including the future land use map and the related guidelines) and the Appendices that make up the new plan. Paper copies of the survey were available (note: survey is now closed). Links to these documents are below (the documents had OPEN HOUSE DRAFT in their title; dated Nov. 28, 2017.)

Jan. 18, 2018: Johnson County Board of Supervisors Work Session at 1 p.m. in the 2nd-floor Boardroom, Administration Building, 913 S. Dubuque St. in Iowa City. The Board of Supervisors reviewed public input from the comment period (Nov. 28 - Dec. 15, 2017) and open house (Dec. 5, 2017) regarding the 11.28.2017 drafts. This input is online: see pages 5+ for the meeting packet for the Jan. 18th work session.  The Supervisors directed staff to make certain changes based on the input, including some based on staff's review. Staff additionally made some basic changes (e.g. to correct typos and provide clarifications; to move early input from Vol. 1 to Vol. 2 so it would be clear what was opinion and what was the actual plan; to improve the clarify and graphics of the covers). Feb. 12, 2018: Johnson County Planning and Zoning Commission, 5:30 p.m. in the 2nd-floor Boardroom, Administration Building, 913 S. Dubuque St. in Iowa City to held a public hearing on the Johnson County Comprehensive Plan Vol 1 and Vol. 2 (Appendices). The commission will heard a report by staff, asked clarifying questions, and received public comment. The commission voted to continue the public hearing until Feb. 28, 2018.
